23 When they had struck them with many blows, they threw them into prison, commanding the jailer to guard them securely;
24 and he, having received such a command, threw them into the inner prison and fastened their feet in the stocks.

Paul and Silas were beaten and thrown into prison for preaching the Gospel. They had done nothing wrong, so it wasn't surprising that God caused an earthquake that opened the prison doors. But in this case it was not God's plan to release them, but to witness and share the Gospel with the prison guard. He and his family became believers, and then Paul and Silas were released legally.
God had a perfect plan that was more than letting them out of prison, it was to save many people and improve their testimony.
